Evan though Apple removed the FTP daemon is missing from System Preferences GUI of OS X 10.7 "Lion", the FTP daemon is actually still there, we just have to start / stop the FTP service from the console.
Start the service:
sudo /usr/libexec/ftpd -D
stop the service:
sudo killall ftpd
